To ask the Secretary of State for Transport, pursuant to her Written Statement on 8 January 2026, by which date her Department will introduce secondary legislation to enable local authorities to conduct civil enforcement of unnecessary pavement obstruction.

It is not possible to specify the date the Statutory Instrument will be laid before Parliament. It is our intention to lay before Parliament by the end of the year.

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
