The Home Office collects and publishes data on Fixed Penalty Notices (FPNs) on an annual basis as part of the ‘Police Powers and Procedures’ statistical publication, available here:

https://www.gov.uk/government/collections/police-powers-and-procedures-england-and-wales

However, data is not collected on the type of vehicle (including bicycles) for which the FPN is issued.

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
