To ask the Chancellor of the Exchequer, with reference to the Valuation Office Agency (VOA) Annual Report and Accounts 2017-18, HC 1282, what assessment he has made of the effect of the implementation of VOA's Target Organisational Model on delays in Billing Authorities receiving the New Homes Bonus.
