To ask Her Majesty's Government, further to the Written Answer by Lord Ahmad of Wimbledon on 12 December (HL3727), in describing the Bahrain Ombudsman for the Ministry of the Interior as "independent", whether they took account of the report of the UN Committee against Torture, published on 29 May, which states that "these bodies are not independent" and "complaints ultimately pass through the Ministry of the Interior".

The Government takes note of a number of sources of information on this issue, including publications by the United Nations.

We believe that the oversight bodies in Bahrain, including the Ministry of Interior Ombudsman, are structured so that they are able to operate independently from the organisations that they oversee.
