To ask the Secretary of State for Health, with reference to his written statement of 3 July 2017, HCWS24, whether the Care Quality Commission's local system reviews of health and social care in 12 local authority areas will include an assessment of whether the commissioning of care services is conducted in a manner that ensures that all services are compliant with the national living wage and national minimum wage.
The Care Quality Commission (CQC) has advised the Department of the following:
The CQC’s local system reviews, exercised under the Secretary of State for Health’s Section 48 powers, commenced in August. The CQC is looking specifically at how people move between older people’s health and social care, including delayed transfers of care. It includes a review of commissioning across the interface and an assessment of the governance of resources.
The review will not include a specific assessment on whether services are compliant with the national living wage and national minimum wage as this is outside the scope of the review. However, wider workforce issues in relation to commissioning best practice will be included in accordance with the CQC’s Key Lines of Enquiry.
