Her Majesty's Government whether they intend to establish a cross-departmental working party to consider replacement of the Barnett Formula with a needs-based system of resource allocation, and what consideration they have given to putting such a system in place for the 2019-20 financial year.

The government remains committed to the Barnett formula, and has no plans to replace it. The Barnett formula is designed to ensure that Devolved Administrations are funded in a transparent way to deliver their priorities within their devolved responsibilities.

The government has also recently agreed a new fiscal framework for the Welsh Government, which both governments agree is fair for Wales and for the rest of the UK. The Barnett formula will remain central to the Welsh Government’s funding, while the introduction of a new needs-based factor will see their relative funding remain at a fair level for the long term.
