We are deeply concerned that both sides continue to disregard the Cessation of Hostilities Agreement. Alongside our Troika and EU partners, we have been clear that all must come to the negotiating table fully committed to peace, without preconditions. The conclusions of the EU Foreign Affairs Council of 17 March set out the possibility of targeted restrictive measures against individuals obstructing the political process.
