To ask the Secretary of State for Defence pursuant to the Answer by the Parliamentary Under-Secretary of State for Defence on 3 February 2014, Official Report, column 14, on European Defence Agency, what types of expenditure by the agency fall into (a) its operational budget and (b) its functional budget; what the purpose is of the agency's functional expenditure; and if he will make a statement.

The European Defence Agency budget's operational element is used to fund operational projects and studies. The functional element funds the agency personnel and general running costs, such as facilities and travel.
