To ask the Secretary of State for Foreign and Commonwealth Affairs with reference to the answer of 17 December 2012, Official Report, column 578W, on Western Sahara, whether money paid by the EU for fishing opportunities in the waters of Western Sahara will be used for the benefit of (a) the local Saharawi population and (b) Moroccan settlers in the Western Sahara.

The Fisheries Partnership Agreement (FPA) between the European Union and the Kingdom of Morocco has not yet been agreed. I expect the European Commission to publish proposals in the near future. The agreement as initialled does require Morocco to report on the geographical distribution of European funds for structural support and infrastructure, and to include the impact on jobs and investment.
