To ask the Secretary of State for Foreign and Commonwealth Affairs what recent discussions he has had with the governments of Spain and Catalonia on Spanish compliance with Article XIII of the Treaty of Utrecht 1713; and if he will make a statement.

The position of Catalonia within Spain is a domestic policy matter for Spain. The UK is clear that there is no one-size-fits-all approach to questions raised by movements calling for independence. Each case needs to be addressed according to its specific legal and constitutional circumstances and existing international agreements.
