To ask the Secretary of State for Environment, Food and Rural Affairs under his plans for a biodiversity offsetting scheme, how he plans to (a) safeguard against the loss of habitats supporting rare or threatened bee species, (b) value the social and health benefit of access to natural spaces and (c) take into account wider ecosystem services provided by natural spaces such as pollination and climate change mitigation; and if he will make a statement.

DEFRA intends to consult on the detail of a national biodiversity offsetting scheme and plans to publish a Green Paper soon. The consultation will include consideration of these issues.
