To ask the Secretary of State for Business, Innovation and Skills whether his Department has conducted any research into the number of people on zero-hours contracts separately from that carried out by the Office for National Statistics; and if he will make a statement.

As there is no single legal definition of zero hour contracts it is possible that a worker's view of whether they are on a zero hour contract will differ from a business' view. Also different businesses may take a different view of whether they are offering zero hours contracts.

The Department for Business has not conducted additional research into the number of people on zero hour contracts, separately from that carried out by the Office of National Statistics. However, as part of the information gathering exercise, we will be considering the research and other information which the Office for National Statistics and other organisations have published on contracts that could fall into the description of a zero hours contracts.
