To ask the Secretary of State for Work and Pensions what guidance he has issued to local authorities in respect of the priority to be given to competing applicants for help from hardship funds allocated to relieve the effects of the under-occupancy penalty.

However as the scheme is discretionary the guidance reminded local authorities that each individual case should be determined on its own merits rather than on a set of pre-defined criteria.
