To ask the Secretary of State for Culture, Media and Sport whether the transfer of public lending rights functions to the British Library will require primary legislation.

The Registrar of Public Lending Right is listed in schedule 1 of the Public Bodies Act 2011, which confers a series of order-making powers on Ministers to abolish, merge, or modify constitutional or funding arrangements, or modify or transfer functions of public bodies through secondary legislation.
