The Defamation Bill is intended to amend the law on libel to strike a fairer balance between freedom of speech and the protection of reputation. Lord Puttnam's amendments included in the Bill at Report stage in the House of Lords were premature and do not reflect government policy. Provisions relating to the proposal for a royal charter are the subject of ongoing cross-party talks.
