To ask the Secretary of State for Business, Innovation and Skills what assessment he has made of the legal costs that will be incurred by businesses and other organisations as a result of courts interpreting proposed changes to copyright law.

The changes proposed to copyright legislation will be drafted as clearly as possible, and the Intellectual Property Office will issue guidance notices which, while not binding on the courts, will assist users of the copyright system to understand the new provisions.

While legal disputes may occur following any legislative change, it is not possible to predict accurately the extent or cost of such actions, and accordingly, no such assessment has been made.
