To ask the Secretary of State for Transport what (a) UK and (b) EU legislation and regulations were considered in respect of his decision to negotiate with Virgin to operate the West Coast Mainline on a temporary basis and to invite bids for an interim franchise.
The Secretary of State for Transport carried out his duties and obligations within the Railways Act 1993 and within domestic and European procurement law.
