To ask the Secretary of State for Communities and Local Government whether the council tax freeze grant for 2013-14 will be additional to the currently allocated spending totals for local government or an allocation within the existing control total.

As the Government's press notice of 8 October said, the Government will set aside an extra £450 million to help freeze council tax bills in England:
