To ask the Secretary of State for Transport what recent discussions he has had with the (a) Chancellor of the Exchequer and (b) Secretary of State for Energy and Climate Change on the recommendation by the Committee on Climate Change to include international aviation and shipping emissions in carbon budgets.

The Secretary of State for Transport, Mr McLoughlin, has regular discussions with his Cabinet colleagues on a variety of issues, and will continue to engage closely with them before any decision is taken on this matter. Department for Transport officials are in regular contact with their opposite numbers in other Government Departments on this issue, as well as with the Committee on Climate Change, ahead of the statutory deadline set out in the Climate Change Act (2008) of the end of 2012.
