To ask the Deputy Prime Minister what steps he plans to take to ensure that the primacy of the House of Commons is maintained under his proposals for House of Lords reform.
The primacy of the House of Commons rests on a number of resolutions and conventions, but it is buttressed and guaranteed by statutes. The Joint Committee on the draft House of Lords Reform Bill recognised this when it said that
“the remaining pillars on which Commons primacy rests would suffice to ensure its continuation”.
The Government have ensured that Commons’ primacy will remain beyond doubt by restating the continued application of the Parliament Acts on the face of the House of Lords Reform Bill.
