To ask the Secretary of State for Environment, Food and Rural Affairs what estimate her Department has made of the proportion of household earnings of those in the poorest UK decile which was spent on water and sewerage rates in each of the last five years.
Ofwat is the economic regulator of water and sewerage companies in England and Wales. In its publication ‘Affordability and Debt 2009-10 - current evidence’, it estimated that 87% of those in the lowest income decile spent more than 3% of their income on water; and 74% spent more than 5% of their income. This was for the year 2008-09, which is the latest information available.
