Work programme providers have the freedom and flexibility to design services that work for individuals and communities. This has led to a wide range of delivery models including a wide variety of arrangements between primes and their sub-contractors, which makes it impossible to apply terms such as case load and case worker with any accuracy or consistency across the programme.
