The Secretary of State is required to issue guidance to licensing authorities under Section 182 of the Licensing Act 2003. The guidance offers assistance to such authorities as to how to discharge their functions in connection with a wide range of issues relevant to the licensing regime, and is regularly reviewed. Form 696 is not part of the regulated entertainment regime under the Licensing Act, and has been developed separately by the police, who remain responsible for the issue.
