To ask the Secretary of State for Transport what recent discussions her Department has had with local authorities on the resolution of outstanding motoring offences committed by foreign drivers visiting the UK; and if she will estimate the financial value of unpaid fixed penalty notices issued to foreign drivers visiting the UK in each of the last five years.

Fixed penalty notices are criminal sanctions, usually issued by the police. My Department has not had recent discussions with local authorities specifically about these offences in relation to foreign drivers. The Department does not hold information on the value of unpaid fixed penalties for each of the last five years.

Under the graduated fixed penalty and deposit scheme enforcement agencies can stop drivers who commit motoring offences on UK roads and take a deposit from those that are unable to provide an address in the UK. Since its introduction in May 2009, £5.6 million has been paid in deposits.
