The National Planning Policy Framework, at paragraph 6, is clear that the purpose of the planning system is to contribute to the achievement of sustainable development. To do this, the planning system needs to perform a number of mutually dependent roles: environmental, social and economic. Within these roles, paragraph 17 sets out a set or core land-use planning principles that should underpin plan-making and decision-taking.
