To ask the Secretary of State for Communities and Local Government what consideration he has given to introducing a minimum average wind speed requirement as part of the planning system and subsidy eligibility process in relation to wind turbine developments.

The planning policies for renewable energy set out in the National Planning Policy Framework do not include any requirements relating to average wind speed or the subsidy eligibility process for wind turbines. The framework’s policies were finalised in the light of extensive public consultation.
