While no such assessment has been made I can confirm that issues regarding competition and consumers are at the heart of Ofcom's decision making. Appeals against Ofcom's decisions can be complex and therefore lengthy and costly. To see how this can be improved the Department for Culture, Media and Sport has carried out two consultations on the telecoms appeals framework and we are looking at steps to streamline the process to help all telecoms providers.
