To ask the Chancellor of the Exchequer what calculations his Department makes to ascertain the effect of levels of fuel duty on low income households.
At Autumn Statement 2011, the Government published their latest distributional analysis of the expected impact of announced government measures on household incomes, split by direct taxes, indirect taxes and tax credits and benefits. This analysis includes the impact of the delay to the January 2012 fuel duty increase to August and the cancellation of the August 2012 increase. Charts 1.A and 1.B in this document show that the top income decile sees the largest reduction in income, both in cash terms and as a percentage of net income, and that cash losses are nearly 10 times that of the bottom decile.
