To ask the Secretary of State for Work and Pensions what assessment his Department has made of the effect of the Work programme on the likelihood of third sector employment agencies being able to take part in future contacts.
DWP's delivery partners are expected to be able to demonstrate the capital strength to take on the risks inherent in an exclusively or heavily outcome-based approach. Smaller voluntary and community organisations were unable to demonstrate the capacity, especially the financial capacity, for selection onto the Employment Related Support Services (ERSS) Framework, from which future contracts will be delivered. However, many voluntary and community sector organisations are involved as subcontractors or work on a call-off basis delivering personalised and tailored employment services via a prime contractor.
