Our priorities for the UK chairmanship of the Council of Europe are:

reform of the European Court of Human Rights; reform of the Council of Europe as an organisation; promoting freedom of expression on the internet; combating discrimination on grounds of sexual orientation or gender identity; working towards a more effective and efficient role for the Council of Europe in supporting local and regional democracy; supporting strengthening of the rule of law in member states.

Further details are set out in my written statement of 26 October 2011, Hansard, columns 8-10WS.
