To ask the Secretary of State for Transport what steps she is taking to ensure a competitive market for the provision of ID photographs for driving licences and passports.

I refer the hon. Member to my answer of 22 November 2011, Hansard, columns 257-8W, with regard to the provision of photographs for driving licences and passports. Customers wishing to obtain a driving licence have three channels that they can use to provide a photograph. There is effective competition between the three channels driven by customer choice.
