To ask the Secretary of State for Defence whether his officials are involved in the development of the Manual on International Law Applicable to Cyber Warfare.

The Manual on International Law Applicable to Cyber Warfare is being formulated by NATO's Co-operative Cyber Defence Centre of Excellence. No Ministry of Defence personnel are engaged in working on this document at this time, although we are aware of its development.
