To ask the Secretary of State for Health what assessment he has made of the merits of applying A8 ambulance response time targets by (a) primary care trust and (b) local authority area.

The NHS Operating Framework provides for central performance management of the A8 ambulance response time targets at strategic health authority level. It is for local commissioners to determine the level of performance management at the primary care trust and local authority area.
