In order to fulfil obligations to provide basic levels of access, Official Development Assistance has been used over the past few years to fund elements of airport construction in two other Overseas Territories which are ODA eligible—Anguilla (completed in 2001) and Montserrat (2005). Aid has also been used in the past few years to assist the construction of an airport in Lashkar Gar in Afghanistan (2009).
