Local authorities are independent democratic bodies. Nationally, we will be able to promote a focus on tackling health inequalities through such non-legislative means as the Public Health Outcomes Framework. We believe such non-legislative approaches are at least as effective as a legal duty on local authorities in the Health and Social Care Bill.
