The Secretary of State currently delegates responsibility for education and training to the strategic health authorities (SHAs), which will remain in place until the end of March 2013. Health Education England (HEE) will be established as a special health authority in 2012 with a view to operate in shadow form from October 2012 and be fully operational by April 2013. HEE will work with the SHAs to ensure a carefully managed transition of functions into the new system.
