To ask the Secretary of State for Transport pursuant to the answer of 18 July 2011, Official Report, column 718W, on Thameslink railway line: rolling stock, what the reasons were for the time taken between his endorsement of the recommendation and the announcement of the preferred bidder for the Thameslink Rolling Stock Project.

It is standard practice for a number of internal processes to be worked through before an announcement is made. This was a significant announcement that other Government Departments needed to be fully aware of before it was announced. Given the significance of this announcement it clearly would not have been appropriate to make it during the parliamentary Whitsun recess, which added further to the delay.
