To ask the Minister for the Cabinet Office whether he has any plans to review (a) procurement policies in relation to and (b) the effects of procurement decisions on social enterprises.

We continue to look at new approaches to delivering public services. In the Open Public Services White Paper we have made a commitment to regularly assess the barriers to entry and exit that may prevent innovation from being achieved and hamper diversity of supply, which includes from social enterprises.

We believe public services should be open to a range of providers, including social enterprises (and SMEs) and have consulted on how this can be achieved. On 11 February we announced a set of measures to tackle barriers to SMEs in government procurement, which will also help social enterprises. As with all government procurement, value for money for the public purse is the over-riding imperative.
