To ask the Secretary of State for Communities and Local Government what assessment he has made of the effects of the increase in the rate of VAT on housing associations wishing to build affordable homes.

We have made no detailed assessment of the effect of the VAT increase on housing associations. These are organisations independent of Government who react individually to changes in market conditions.

However, I can confirm that, housing associations’ responses to the new Affordable Homes Programme, have allowed us to exceed our predictions—we now expect to provide up to 170,000 new affordable homes between 2011 and 2015, compared with our original estimate of 150,000.
