To ask the Secretary of State for the Home Department what persons and organisations are entitled to refer cases to the National Referral Mechanism for assessment of whether a person has been trafficked.

A formal referral into the National Referral Mechanism is made by a designated “first responder”. The following organisations are designated first responders:

Local authorities

Police

UK Border Agency

Serious Organised Crime Agency (SOCA)

Eaves Housing for Women POPPY project

TARA project

Migrant Help

Kalayaan

Gangmasters Licensing Agency

Medaille Trust

Salvation Army

Barnardos

NSPCC
