We believe the priority is a return to negotiations. We are pressing both the Israelis and the Palestinians to return to the table further to President Obama's speech of 19 May 2011, making clear that negotiations should be on the basis of 1967 borders with swaps.

As my right honourable friend the Prime Minister made clear in his joint press conference with President Obama, we do not feel the time is right yet for a decision on the question of recognition.
