Depending on the context and the circumstances, the term "foreign country" would normally be interpreted as meaning a country outside the UK and the Commonwealth. The term can be given a specific meaning in legislation; under the British Nationality Act 1981, Section 50(1) the term is defined for the purposes of that Act as meaning a country other than the United Kingdom, a British overseas territory, a country mentioned in Schedule 3 (Commonwealth countries) and the Republic of Ireland.
