To ask the Secretary of State for Education whether the commissioning of services under the Better Communication Action Plan will include services for children requiring communication aids; and if he will make a statement.

The Department of Health recently published commissioning tools that were produced as part of the Better Communication Action Plan. In addition, the recently published 'Green Paper, Support and aspiration: A new approach to special educational needs and disability-A consultation', includes proposals to bring commissioning of augmentative and alternative communication (AAC), which enables some children to communicate, within the scope of NHS commissioning. Subject to parliamentary approval, the commissioning of highly specialised services, including AAC, will become a core responsibility of the NHS Commissioning Board. In the meantime, we will be supporting a new round of grants to organisations in this field in 2011-12.
