The Local Growth White Paper "Local Growth: realising every place's potential" confirmed that the Local Government Resource Review would consider proposals to allow local authorities to retain locally-raised business rates. The review will commence in January and develop proposals by July 2011. The Secretary of State will make an announcement shortly about the review and its terms of reference.
