Over the spending review period we estimate that about 2.5% of UK Official Development Assistance will be in the form of debt relief. Due to uncertainties around individual country progress under the Heavily Indebted Poor Countries Initiative it is not possible to provide a breakdown by year.

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
