The ballot papers for the 2011 Scottish Parliament election take account of the recommendations made by Ron Gould in his report on the May 2007 elections and the views expressed by voters who took part in the research undertaken by Quadrant Consultants on behalf of the Scotland Office during May and June 2008. They have been designed in accordance with the Electoral Commission's guidance on ballot paper design contained in 'Making your mark: Good practice for designing voter materials: guidance for government policy-makers'.
