To ask the Secretary of State for Scotland under what circumstances he expects a combination of Scottish Parliament and local government ballots to occur.

Under Article 13 of the Scottish Parliament (Elections etc.) Order 2010, a local government by-election which takes place on the same date as a Scottish Parliament general election must be combined. If a Scottish Parliament by-election falls on the same date as a local government election, the returning officer, or returning officers if there are different returning officers for both elections, may combine them if they think fit.
