To ask Her Majesty's Government what is meant by the term "a grandfathering system for peers" on page 27 of The Coalition: AProgramme for Government.

The Government recognise the need for an orderly transition from the current House of Lords to a reformed second Chamber which makes use of the expertise and knowledge among current peers.

The Joint Committee on House of Lords Reform, chaired by the Deputy Prime Minister, will make proposals for a transitional period where existing Members and newly elected or appointed Members would work together.
