To ask the Secretary of State for Health what guidance his Department has provided to other Government Departments on their dealings with the tobacco industry under the guidelines of Article 5.3 of the World Health Organisation's Framework Convention on Tobacco Control.

The Secretary of State for Health wrote to the Prime Minster on
Article 5.3 states that:
"In setting and implementing their public health policies with respect to tobacco control, Parties shall act to protect these policies from commercial and other vested interests of the tobacco industry in accordance with national law."

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
