To ask the Secretary of State for Communities and Local Government what assessment she has made of the effect on the effectiveness of energy performance certificates of enabling the Act on CO2 advice line to contact home buyers and sellers to advise on support in improving the energy rating of their homes.

No such assessment has been made. We are working with the Energy Savings Trust, who operate the Act on CO2 advice line, to identify homes with poor energy efficiency ratings and to better target their advice.

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
